The scalloped saucer, scalloped rim, bamboo looking handle, and liberal use of shamrocks all come together to form a romantic antique tea cup and saucer.
This is by Cartwright and Edwards. They added the backstamp Victoria in 1912.
Measurements: The saucer is 5.5" in diameter. The cup is 2.75" high and 3.25" in diameter.

Another pretty shamrock teacup. So pretty. Arrived in perfect condition and so quickly. I love browsing April's shop. She has some of the most interesting pieces and I never fail to find something that speaks to me.
